I don’t think one piece is better by leaps & bounds but as a Naruto fan I can say its neck and neck if not slightly better simply because
1. The world in OP has more going on and thanks
2. The Fantastic writing it blends together perfectly. Some of the themes they stress i feel hit even harder watching at 22-23 not to mention the amount of content.
Naruto has All those things as well OP is just more Vast
